TitleChain Foundation Launches "Power of Her Purse" to Help Activate 100,000 Women-Led Ventures for the AI Economy
New public sponsorship model allows anyone to contribute from $5, companies to sponsor engineers or cohorts, and employers to support women in their own workforce through a human-controlled AI and business activation pathway.
LOS ANGELES — September 1, 2026 — TitleChain Foundation, steward of the ICSN open standards program for human-rooted digital systems, today announced the public launch of Power of Her Purse, a first scaled initiative working toward the activation of up to 100,000 women-led ventures for the rapidly changing AI economy.
The initiative enters a U.S. market in which women own 14.2 million businesses generating $2.8 trillion in annual receipts, according to the latest combined employer and nonemployer business data released by the U.S. Census Bureau.
But TitleChain Foundation is taking a fundamentally different approach from the growing wave of AI courses and platform-based training programs.
This is not another AI class.
Power of Her Purse begins with the woman herself — before her employer, résumé, job title or AI vendor.
The goal is to give each participating woman a human-controlled digital starting point for her identity, private knowledge, personal AI, skills, work and economic choices, then allow her to decide what she wants to connect, learn, build, teach or earn.
"We are not trying to teach 100,000 women how to prompt somebody else's AI," said Pamela Norton, founder of TitleChain Foundation. "We are working toward giving women an environment they can control — starting with who they are, what they know and what they want for their lives. From there, she can strengthen her job, change careers, consult, build a business, join a cooperative, teach other women or create something entirely new."
The operating principle is simple:
Start sovereign. Add services by choice.
The M5 reference environment is designed to allow a member to begin with her own identity, private context, knowledge and agent environment, while retaining the ability to connect additional AI models, applications and services when she chooses.
The objective is not permanent dependence on a single platform.
It is greater agency.
From "I AM" to "I CAN EARN"
The activation model follows a human-first progression:
I AM → I KNOW → I CAN → I DID → I CAN TEACH → I CAN EARN
The Foundation's first public-infrastructure commitment is a foundational IAM identity origin available at no charge to the individual.
Participants who choose the broader M5 activation pathway can then begin organizing skills and capability evidence, activating member-controlled knowledge and agent environments, learning new workflows, applying AI to real work and progressing toward employment, consulting, entrepreneurship, cooperative participation or teaching.
"We see her before we see her résumé," Norton said. "When a woman controls the environment around her identity, knowledge and work, AI becomes a tool she can use — not another platform she has to surrender herself to."
A New Sponsorship Model: Fund the Person Without Owning the Person
TitleChain Foundation has opened multiple ways for individuals, companies, foundations and professional communities to participate.
1. Contribute From $5
Anyone can help support the public work.
Small-dollar contributions beginning at $5 help fund the tools, public infrastructure, documentation, security, privacy work and early activation capacity behind the initiative.
2. Become a GitHub Sponsor
Individuals and organizations can support the Foundation's public ICSN work through GitHub Sponsors.
Funding supports open specifications, RFCs, documentation, conformance work, reference implementations, security and privacy review, and contributor coordination.
3. Sponsor an Engineer
Companies can contribute one of the most valuable resources an open technical project can receive:
engineering capacity.
Organizations may participate through a Corporate Engineering Secondment, allowing an employee to dedicate approved time to Foundation work while remaining employed by the sponsoring company.
Organizations may also support a Sponsored Maintainer Fellowship, underwriting sustained engineering or maintainer work on approved Foundation and ICSN public infrastructure.
4. Sponsor a Cohort
Companies and foundations can underwrite groups of women moving through the activation pathway.
Support may fund technology environments, education, AI workflow development, instructor capacity, security and privacy work, business activation and measurable capability outcomes.
5. Sponsor Your Own Employees
Companies may also nominate women from their own workforce.
Rather than providing another generic AI course, the pathway begins with each woman's existing skills and experience and helps her apply AI around real professional responsibilities, develop new capabilities and document what she can actually do.
The goal is to help women become more capable and economically resilient whether they choose to remain employees, become consultants, build businesses or pursue multiple forms of work.
Sponsors Fund Outcomes — Not Surveillance
The sponsorship architecture follows one non-negotiable principle:
Fund the activation. Measure the outcome. Never own the member.
Sponsors may receive recognition and privacy-preserving aggregate measures such as participation, activation, capability development and program progression.
Sponsors do not receive private member knowledge, personal-agent conversations, private credentials, wallet information, confidential business records or unilateral authority over a participant's technology choices.
Funding also does not purchase control over ICSN standards.
Fund the commons. Never own the commons.
Built From a Decade of Founder-Led Development
TitleChain Foundation and the M5 ecosystem emerge from more than a decade of founder-led work by entrepreneur, inventor and technologist Pamela Norton across digital identity, AI, distributed systems, digital assets and real-world ownership infrastructure.
Norton's broader career spans more than three decades across biotech, early internet systems, mobile technology, healthcare, finance and emerging technology.
The work has been substantially bootstrapped by the founder while developing the intellectual property, architecture, agents, workflows and infrastructure now being brought into a broader activation model.
"I know what it means to build without the capital, infrastructure and networks that other founders take for granted," Norton said. "That experience shaped what we built. Women do not need another motivational slogan. They need tools, ownership, skills, economic pathways and the ability to keep what they build."
Open Standards, Separate Implementation
TitleChain Foundation stewards ICSN — Internet Cooperative for Sovereign Networks, an open standards program focused on human authority, accountable agents, portable identity and credentials, provenance, privacy, interoperability and sovereign digital systems.
Public specifications, governance, RFCs and conformance work are developed openly through GitHub.
The Foundation deliberately separates those public standards from private implementation intellectual property.
M5 is one implementation and activation environment. It does not own the ICSN standard.
Independent developers and organizations may read, review, fork and independently implement public ICSN work without joining an M5 program.
See It. Join It. Help Build It.
The public can now engage through several paths:
Learn about the Foundation and sponsor the work TitleChainFoundation.org

About TitleChain Foundation
TitleChain Foundation stewards public-interest standards and infrastructure for human-rooted digital systems.
Through ICSN — Internet Cooperative for Sovereign Networks, the Foundation advances public specifications for human authority, accountable AI agents, portable identity and credentials, provenance, privacy, interoperability and sovereign digital participation.
Its constitutional approach is built around a non-capture principle: sponsors, vendors, funders and individual implementations cannot purchase unilateral control of the public standards through funding or adoption.
Human authority remains the root.
Fund the commons. Never own the commons.
